QURE's Newest Publication: Does health insurance coverage or improved quality protect better against out-of-pocket payments? Experimental evidence from the Philippines

It another piece of evidence that improving quality is more cost-effective at helping the health of the poor than universal insurance coverage.  In this paper, we find that it is because better quality decreases out of pocket expenses, i.e. less costly to the patient. This is a similar finding to our comparative policy paper that says both quality improvement and universal healthcare work improve health, but better health is less costly to the payers when quality is improved.
